Follow-up to #814
I've added a new page about the Working Group, which as an organizational structure will be phased out, so I've tried using "generic" wording. Links to the Zulip channels reflect an upcoming proposal to rename some of them to remove the notion of Working Group.
I've added a list of old and closed WGs for historical purposes, i think it makes sense but let's discuss this.
